IDEAGOV International Conference 2026: Equalization in Decentralized Governance

From November 4th to 5th, IDEAGOV (International Center for DEcentralization And GOVernance) will host its 2026 International Conference, Equalization in Decentralized Governance. The conference will take place at the Sala do Pleno of the Consello Económico e Social de Galicia (CES) in Santiago de Compostela and is organized by IDEAGOV in collaboration with researchers from the Universidade de Santiago de Compostela, Universitat Pompeu Fabra, and Georgia State University.


Over two days, the conference will bring together leading international scholars to examine the role of equalization mechanisms in decentralized systems and their effects on regional convergence, fiscal stability, economic development, and political cohesion. The program features contributions from experts, addressing topics such as fiscal equalization, public spending, regional policy, federal transfers, territorial inequalities, and the relationship between equalization and political stability.


The first day will focus on the links between equalization, regional convergence, and fiscal outcomes, including discussions on party systems, public expenditure, decentralization, and economic development. The second day will explore policy instruments designed to reduce territorial disparities, including federal transfer programs, regional development policies, and non-traditional equalization mechanisms, with a particular emphasis on their effects on investment, cohesion, and governance.


As in previous IDEAGOV conferences, the event aims to foster international academic collaboration and generate high-quality research on one of the most important challenges facing contemporary decentralized governance systems.
