IDEAGOV Local 2026 - Reform of Local Government Financing System

On 18 September 2026, IDEAGOV will hold the IDEAGOV-LOCAL 2026 meeting at the Pazo de Mariñán (Bergondo, A Coruña). This year's edition will focus to the analysis of municipalities' participation in regional revenues (PICA) and the reoform of the Galician Local Administration Law (LALGA).


The event will bring together leading academics, policymakers and institutional representatives to discuss the legal, financial and governance implications of the proposed reform, fostering dialogue between research and public decision-making.


Participants will examine the constitutional framework of the LALGA reform, the role of regional revenue-sharing mechanisms across Spain's autonomous communities, and the financial implications of the proposed changes for local governments. Through a combination of academic analysis and institutional dialogue, the conference will explore the constitutional, financial and governance dimensions of the proposed reform, contributing to the debate on strengthening local government financing and decentralised governance.

 

By bringing together academic expertise, institutional leadership and local government experience, IDEAGOV-LOCAL 2026 aims to foster informed debate on the future of local financing and intergovernmental relations, contributing evidence-based proposals to strengthen decentralised governance.
