IDEAGOV publishes a new Working Paper entitled “The Politics of Public Goods Provision under Asymmetric Decentralization” by Ignacio Lago (Universitat Pompeu Fabra) and André Blais (Université de Montréal).
This paper analyses the impact of asymmetric decentralization on electoral politics and public service delivery across several democracies. The research shows that asymmetric decentralization changes how voters assign political responsibility. In regions with greater autonomy, citizens tend to base their electoral decisions more on the economic performance of their own region than on the national economy. As a result, the study finds that decentralization reduces party system nationalization, and that this effect is significantly stronger in countries with asymmetric regional arrangements, leading to greater territorial heterogeneity in electoral support.
